Who qualifies?
Small businesses with 1 to 50 employees, a turnover or balance sheet of €10 million or less, at least 6 months' trading, tax clearance, solvent accounts, and a base in the Local Enterprise Office's area. Enterprise Ireland and IDA clients are not eligible, and some sectors are excluded. There is no other means test.
What does it cost me?
The consultation and the technology assessment cost you nothing: your Local Enterprise Office funds them in full through Digital for Business. The Grow Digital Voucher then pays 50% of eligible costs. You pay the other 50%.
What does the voucher cover?
New off-the-shelf software subscriptions for up to one year, such as e-commerce, website, CRM, booking, stock control, cybersecurity, cloud accounting and analytics or AI tools. Training and IT configuration count too, up to 50% of the project cost combined. Bespoke or custom software and regulatory compliance systems are not covered.
How much is the voucher worth?
A grant of 50% of eligible costs, from €500 up to €5,000. A business can receive up to two vouchers, up to €5,000 in total.
How long does it take?
The consultancy itself is 3 to 5 days. After that, the timing of the voucher depends on your Local Enterprise Office.
What happens after the plan?
You apply to your Local Enterprise Office for the Grow Digital Voucher, using the plan's recommendations. Your Digital for Business project must have been completed in the previous two years. Make the application before you spend anything: costs incurred before it are not covered.
Summarised from the Local Enterprise Office's published rules in October 2026. The official rules are on localenterprise.ie. Riviera Insights is an independent consultancy; your Local Enterprise Office runs the programme and decides every application.
